Bluetooth or similar. The short version is that in theory, once the app is launched, it'll generate - let's say a key - which it'll transmit via bluetooth. This key will contain information like the User ID of the tablet and the location that the ping is coming from. The more pings it gets from other devices, the more accurate.

The obvious issue is range — but it'd be feasible enough for it to keep track of last known (in range) location, and for that to update the closer anyone with a similarly enabled device gets to the source.
